It would take A LOT to delay a meet due to rain. Lightning, on the other hand, will definitely cause delays. I went to the Holloway Classic in Gainesville a few weeks ago and lightning delayed the meet about an hour; I was worried they might postpone until the next day. The lightning continued but it seems like they just kind of looked the other way and went ahead with the meet despite the light show in the sky.

I think in general they won’t delay unless conditions are unsafe (lightning etc) or it’s creating an issue with equipment. Just normal rain isn’t going to stop a race from starting.
I do wish we could have seen this US team in better conditions. The silver & bronze 100 medalists, the 200m gold medalist, & another 100m finalist should have been capable of much faster than 41.7 (with smooth exchanges of course). This is a team that could have scared the WR
