This has been happening for 30+ years in the US, and nobody seems to want to address the issue with college coaches.
Look at any D1 roster and you'll find that the majority of the very talented depth, kids that ran 4:10/ 9:05 in HS, are stuck running 3:55 1500m times still in their junior or senior year. Kids who ran 15:30 for 5k XC running 14:30 on the track as upper classmen.
Sure, there are outlier programs as well as underdeveloped runners that respond well in college, but those aren't the kids getting scholarship money as freshman.
