I'm not quite sure why people are comparing pros to High School sports. Do things in the NBA not happen in High School basketball? Pro rules and High School rules aren't the same thing. Should it be a DQ? No, it's stupid. Is it a rule violation? Yes. Should he know better because he already did this earlier in the year? Yes.

This was already settled upthread. Celebrating is not a rules violation. He was cited for 4.6.2, not listening to an official. So, basically, the official made the rule up not to celebrate on his watch, and enforced it by citing the not listening to the official rule. Allowing the official to make up a do-not-celebrate rule is too much power to the official.

We're holding high schoolers to higher standards than olympians. Usain Bolt did this in half of his races. Noah Lyles stares down Knighton in several races. But this is what is too far?
Officials on power trips are a plague on youth sports in this country.
Yes we should be teaching HS kids how to behave properly when participating in sports and in the school. Olympians are professional adults, different story.
Its the responsibility of coaches and parents to raise kids with manners and have good sportsmanship. This guy is out of control and I can bet this is his typical behaviour off the track too. Probably too late to teach him proper etiquette. Being DQed twice isn't getting through to him. Bet Mommy and Daddy are furious about the DQ too. Apple doesn't fall too far from the tree.
