forecast does indeed look grim.
Personally I'd opt for the singlet + sleeves + gloves, that way you can dispose of whatever you dont want and you dont contend with the drenched tshirt rubbing below your armpits after 2hours of being soaked through.
To each their own but I also wouldnt wear half tights as its forecast to rain all race, and dont forget to prepare your nips, otherwise you'll have a painful second half.
Only caveat I would add to any of this is dependant on the time you think you'd run. I'm thinking of someone running 2:20-3, but if you're going to be going round in 4,5hours then you'll be out in the rain for considerably longer so should think about potentially some extra layer on top you could discard mid-race if need be

why wouldn't you wear half tights in the rain?
Wear half tights, singlet and gloves.

Nike sleeves (to cover forearm tattoos)
Nike gloves (to cover hand tattoos)
Nike bun huggers (prevents chafing)
Nike compression socks (looks fast)
Oakley sun glasses (preferably shaded, to prevent eye contact)
4x Maurten Energy Gel (2 attached on each thigh)
just from personal experience, if it's raining before, during, you and others around you are kicking up water, you dont want the half tights taking on/holding water which can cause them to move about or chaffe
shorts ofc can have the same problem, but less surface material - less water taken on, not as restrictive and normally not as absorbent a material as HT's

Wore half tights during the marathon today and it rained for the first hour. Got horrible chaffing which didn't bother me during the race but is quite painful now. Lesson learned I guess
My arms sleeves gave me horrible chaffing under the armpit today. Also had skins torn off around my achilles from mud washed down from my legs down to my ankle socks
If its any consolation, I wore shorts I've worn many times before and got chafing at the inner top of both thighs.
I find it hard to believe you’ve never heard of vaseline. I’d also recommend not buying cheap tights so you don’t encounter these fake problems you mention.
