Running 49 hand-timed (which means probably 50.xx) is a world away from 47.07.
Great speed, and that record isn't super strong, but you're way off.
I think he ran 49 high last year, so I definitely think he will run 48 high this year. I could see 48 mid in a great race on a good day. No chance he goes any lower than that. I like being optimistic too, but...
1. I think people over estimate numbers when it comes to elite distance runners at the end of workouts. Obviously these guys are running tough workouts but these guys are so strong, recover so quickly, and are in such good shape that running a time like that at the end of a workout is usually quite similar to what they could run in the open.
2. 47.04 is FAST. Like, REALLY, REALLY, fast. The vast vast, majority of professional milers don't even approach sub 48. Even many collegiate and pro 800 runners don't run that fast. I'm gonna be honest - if he runs sub 47 in the 400 this year, not only should he be running pretty far under 1:46, he should honestly just consider switching to sprints... 49 to 46 in a year off of distance training is stupid talent.
I'll elaborate, I knew a HS runner, elite miler within 4:00-4:04 with sub 49 speed FAT open, I think Simeon can do similar
Rapid City is at something like 3200 ft altitude but there are some higher elevations nearby I think? Not sure if this would be enough to aid his 400m much. Probably not.
He ran 49.89 FAT not fresh with no blocks in terrible weather. I agree I don’t think he will get the record, but I think you are seriously underrating him.

The race he's talking about was in Sturgis, SD. Around the same altitude as Rapid, 3,600ft or so.
If he could beat 47.04, he'd be the next Jim Ryun. Well, he's got the sub-4 as a high school junior part down. Barely sub-50 as a junior does not suggest 47 as a senior. 49.9 is a good but not really unusual time for a mid 1:50s 800m runner or sub 4:10 or 4:20 miler.
