There is a lot of good research on this. Use pubmed or scholar.google.com to find the recommended dosages and timing. It can help some people so the only way to find out is to try it.
Well, maybe "proven" is better written as "consistently been found to be".
As for "performance enhancer" that seems pretty straight forward. You take something and it makes you better at whatever it is.
I have a very good understanding of both psychology and physiology.
Do not take a large dose of caffeine before a race. Especially if you don't normally consume caffeine. Sheesh.

Caffeine is a natural bronchodilator which improves lung function for approx 2-4 hrs. If used before a race or workout, IMO don't overdo the dosing ie more does not mean better.
The bronchodilation is small. The advantages likely come from other effects mainly it seems in making hard efforts feel slightly (but enough) easier.

This made me think: try this in either a low priority race or before an interval session before trying it before a big race to prepare yourself. Some people will get jittery from the caffeine and I would not want to be dealing with that for the first time before a big race. As the adage goes "never try anything in a race you have not tried in training/practice".
