I raced there this morning and had it at 13.35. Anyone else find this? Also, my race time on tracking had over a minute added to it hours after the race. What gives?

You need to learn that your gps data is not race accurate.
Just curious, what watch was this on?
As I recall, the course has you go back and forth on the Potomac Parkway near the Kennedy Center, so there's a lot of potential for GPS disruption there.
Incidentally, I am pretty sure that the 5K course was a bit long, but that course was not certified, and my conclusion that it was a bit long is based on both everyone's GPS and multiple attempts to map the course out with different mapping tools.
The 5K was an out-and-back of the last 3 or so miles of the half course, and I suspect that they just stuck some cones at M and North Capitol for the turnaround because that was easy and convenient and close enough.
[edit: I retract my statement about the 5K. There's now a certified course posted for it (it wasn't there on Friday), and that course shows the turnaround right where it was supposed to be, so I guess it was an accurate distance.]
