I'm able to run 6:10-6:40 pace on easy runs without any issue at all, but when I drop down to 7:00 and below pace, my heartrate gets like 8 bpm higher. I'm afraid I cannot run easy at all because of this? How do I fix this.

That’s strange. I really don’t know, but I wonder if it could be anything to do with your form when running slowly? That’s really all I can think of
Just don't use your watch and run easy without thinking too much, you'll get there.

I wouldn’t recommend doing all that, but I would recommend starting some easy runs at 730/8 first mile even if that’s uncomfortable at first, then going no faster than 700s for most of the rest of the run. Do that for at least for a month until those paces become truly v easy for you.
Why would you want to train to run slower exactly?

Then run at 8:00/9:00 pace.

Easy pace will vary depending on if you up your mileage, did a workout the day before, the terrain etc. Personally I start of jogging the first 2-3 miles at a 8+ min pace to warm up and after that if I'm feeling good I'll progress to sub 7 pace. Sometimes pushing it to sub marathon pace if I'm base building and not doing hard workouts. Other days if I'm feeling thrashed, I'll keep it at a 7:30-8:30 pace.
