Not a problem at all for short shorts or tights. However, many locations will require you to wear a shirt if you are running on a designated path in some of the big cities. Examples being Olympic Park in Beijing, the green belt loop or the bund in Shanghai. I just brought a mesh singlet for those locations. In Qingdao along the ocean front, Ningbo along the river, and Guangzhou around Tianhe Stadium I ran shirtless in short shorts in the summer. You can get a good understanding of the rules when you get there based on the local population and what they’re doing.
If you choose wrong, a security guard will wave you down, no big deal.
Maybe good advice, maybe not. What if you end up in a Chinese jail wearing nothing but your short shorts? Not good.
Just make sure you aren’t running in short half-saggital tights, and you’ll be fine.

You can find everything in China. During one of my visits in 2018 the factory running team gave me one. Think pinnie vest meets race singlet.
Depending upon the time of year and location it can be very hot or extremely cold. What you have to worry most about is the terrible air quality. It makes LA's worst smog day look great!
