Each team would have 4 people in the 100, 4 in the 200, 4 in the 400, 4 in the 800, 4 in the 1600, 4 in the 3200. They could start with the 3200 so teams could be spread out and each person runs their leg and passes the baton.
A runner could only do 3 legs max for his team.
They could run the field events as normal on the field.
Hurdlers would have to forego their events for this meet and be part of the relay event.

We had all relay meets in HS and I found them to be really boring. They also favored middle distance guys.

Field events should be run as a relay, too. Each thrower must catch the implement thrown by their teammate and throw from that location. Assess a distance penalty if the implement is dropped. Discus throwers are allowed a lacrosse stick to make it a little easier to catch.
Why should hurdlers not run hurdles? Ever hear of the shuttle hurdles event?
I actually enjoyed them, but they also gave me the chance to race different events (I was almost exclusively a 3200 runner). It’s also fun to run a 4x1600

While true and some dont like it for a variety of reasons ie lengthens the meet...it also allows for more participation which has an effect of improving overall performances. Also, 30k+ spectators is kinda fun to compete in front of at an historical stadium. Having a lot of kids to fill out a lineup is obviously necessary but it does grow the culture of the sport if good leadership is present. Not everyone wants to play soccer either.

3200m guys are usually limited to the DM while a good 800m runner can compete in the 4X400, 4x800 and DM. We had some 3200m runners that would end up sitting out the relay meets.
