When I was 37 I ran a 4:51 mile on a slightly rolling course in Golden Gate Park (it lost about 20 feet in elevation) and a 4:59 on the track, but could only manage a 17:37 5K. I think a sub 17:00 5K is a "lot" harder. Note: I have fairly good leg speed. When I used to do 200's on the track I would beat all the 33:00-34:00 10K guys on our track club, and my 10K PR was only 36:25.
as lexel above posted, these are almost identical marks on age-graded calculators. 4:59.99 equals 84.84%; 16:59.99 equals 84.8%. not sure why it's taken so long for someone (edit--i now see cavorty brought it up) to bring age-grading into the equation, which is pretty darn accurate. it also eliminates the irrelevant point--at least irrelevant to the original question--as to which is more difficult for certain athletes. but for those who care about that point: as a miler in my glory days, but probably more of 5k guy as a masters runner, and as someone who's done both as a 50+ year old, i'd say.........................................
