No. GIven the clearly rampant scale of doping in East Africa, you would have to share the view of Rekrunner and Canova that peds do not work to believe that they cheat AND have a genetic advantage.
Before EPO in the early 90's, only one Kenyan had barely broken 2:09 for the marathon. Three Ethiopians had, but that was still less than the Japanese and the same as Britain and Australia. As late as 1982, there were zero Kenyans in the top 250 marathon all time list, and the only Kenyan national record superior to Britain's was Henry Rono's 10000m (which was a few seconds faster than Brendan Foster's). There was no indication that Kenyans were 'genetically adapted' for distance running, other than that they threw up a few stars as a result of athletics being just about the only sport Kenyans could pursue.
