Reads very strange to me. Tenured professor salaries can’t be arbitrarily reduced like that. Termination of tenure is a really big deal and the head comes across as unreasonably heavy handed based on this narrative.

I'm not at Purdue, but clearly a personal vendetta. Someone of Donnelly's caliber should never be stuck exclusively teaching a single 200 level classes, never mind subjected to writing out daily lesson plans with no room for adlib. Seems part of the issue is technology illiteracy, but that is no reason to force him out, which make no mistake is what they are trying to do.
Since they get a mix of students from different departments, ODEs and Linear Algebra (while I definitely think they should be broken up into two classes) are great classes to teach for new profs and even TAs in some cases. I am positive there is no shortage of people in the department who would love to teach the class since it means they don't have to go mindlessly through a calc sequence with 3/4 of a class who wants nothing to do with maths and is just taking it to fulfill the requirements.
There are some legitimate issues with his teaching it sounds like. and also his willingness (lack of) in adjusting to the changing reality of recorded lectures.
This example is one of reasons tenure can be problematic.
