Look at conferences where those times rank in the top 3. Then reach out to coaches.
Plenty of schools would be interested and have money (though it is late in the year); but probably not the P5 or other nationally rated programs.
The best programs can't pay near that amount for a depth guy. If a school offers a man a full it would likely be to lead there distance program and be a 10+ point scorer at conference.
Look at schools in the Sun Belt, WAC, OVC, MVC, Summit League, schools like that. That level of school is the type you MIGHT find what you're looking for.
With Nubbins ineligible, Southeastern should have a roster spot and at least a half scholarship available. Nubbins had to move into the dorms, too, so his room at the track house would be up for grabs and it's pretty cheap living there, just know that you'll be required to restock the fridge with PBR every 6th week.
Good start...but with CBU, SUU and UVU those times won't get ranked in the WAC anymore.
Sun Belt, CUSA, ASun, MVC and SoCon are all decent conferences (CUSA and ASun are shifting members) where those times should rate.
OVC, Big South, SWAC, MEAC, Horizon, NEC, Southland schools would probably love to have you.
Most programs, regardless of conference would be interested; they just couldn't offer a full.
Limiting yourself to looking at only D1 schools is bad business and bad academically.
What about enrolling in a PhD program (paid for) and dropping out after your masters?
I have a secret to share with all of you. Scholarships are competitive which means they have a way of sort of leveling based on supply and demand. Too many posters wrongly assume that slower schools in worse conferences are able to offer more for slower times. That is not true. The schools that are slower, have fewer scholarships. There isn't much difference n what a gu is going to get regardless of the school. Th OP is going to be sadly woken up to fund that he won't be offered very much anywhere.
I think its unlikely anywhere decent shells out a full for a guy that can't make first rounds outdoors. Anywhere D1 where those times are a major impact probably isn't fully funded.
Best combo of experience and finances would probably be to find a school where your academic program comes with a decent aid package that you can pair with a partial athletic scholarship.
420 guys ran 14:19 or faster last year. 100 guys ran 13:46 or faster.
Lee University great DII with two sub 14:00 men last year and 7 under 14:30 the last two years. Also had 8 men run 4:10 or better in the mile the last two years. I know our coach is looking for a solid low stick in XC next year and would offer a full scholarship. We have a big budget and go to a lot of big meets.
This is first hand knowledge of a kid who is a grad transfer who was able to get 50% the first year and 100% the second year (that is tuition/room/board). Running times in the ballpark of what you’re talking.
The mid-major thought is correct, but I will be even more specific. Look for a well-funded school that is basically distance only. That eliminates splitting money with sprinters and field athletes. Then, look at rosters that have a ton of guys in their last year. Coaches seem to be very willing to bring in a guy who is 21-22 years old when they would otherwise have 8 freshman to totally start over with.
Re: timing, you are likely a little late for fall of 2023. But start contacting coaches for spring or fall semester of 2024.
I looked on tfrrs, it was quite surprising to see that a 14:00 ranks you first in a many conferences

Unrelated to XCTF but if you take a position as a teaching assistant at any of the UMass campus as a graduate student you get a free grad ride, health insurance and last I knew roughly $15k salary. Teach one or two classes. I’d recommend UMass Amherst. They are unionized.
