Contractors often do short term, project oriented jobs that they can do better than the military can. For instance, overseas catering companies managed the dining for troops. The upside was that they were good at it and when the need was no longer there the contract expired. That is better than recruiting a soldier, training that soldier to become a cook and then having a lot more cooks than you need.

Lol! Yeah, "funneled" to the contractors that make the weapons systems. Firms like Lockheed Martin, Boeing, Raytheon, General Dynamics, etc. Also, paying the salaries of the workers at all those corporations making those systems and equipment. Shocking!
