There’s no law that says you can’t. You’re both consenting adults so it’s perfectly fine. However, the employer (the head coach) can set rules saying no or you must disclose the relationship with the department, in writing. Worst case the coach will say you have to quit.
The college and the NCAA also set rules along these lines.
Anyone that has followed T&F for any time can name any number of female runners that are married to their coach or in a relationship.
Adults should be able to date who they want.
If both are able to consent then yes, but if you ignore power imbalances you are ignoring a huge issue. If you cannot recognize the problems with a supervisor dating a subordinate, then you are living in your own special world.

The GA has plenty of people on campus to date. Could be male or female. The campus is likely in a city and eligible single women (or men) are likely in that city as well.

The former head cross country coach at my college is an interesting case. He married an athlete that he coached at a previous school (he was an assistant coach on her team) and then at my college he fired an assistant coach for dating one of the athletes
