You confused yourself. There are 6 paid coaches and up to 7 volunteers allowed. There is a serious problem here when considering salaries. Coaches are already woefully underpaid, where is this budget money coming from?

Programs such as Arkansas or Oregon would surely find the money to invest into T&F
Naming the haves is not a good point. They already invest in their programs. This definitely widens the gap, having a full compliment of coaches is of benefit right now, just imagine being able to pay them all. But it will lower the mean salaries

If this does pertain to track/XC, all this means is that a whole lot of volunteers are about to be fired. Unless you’re at a Power 2 school with a sweet TV deal, your program will not be adding staff. Maybe long term they will, but as others have posted, it will come out of the salary pool already available, it will not be added budget/salary money. You mid major guys feeling like DII guys yet? You should.
