The correct answer is that at his best he would have ran a 63 to 66. Yeah if he would have actually trained and been a focused athlete sure he probably could have dipped under 60 but he never was!
Given his lifestyle and priorities maybe his senior year high school he could have ran a 62... But I'll probably go with 65!
He could never break 60 at his peak. He's 5'5. It looks like he's running fast because his tiny limbs are moving fast but his steps are 1 foot in length because he's a midget.
He played soccer in High School. He does his own stunts doesn't he? Also for decades and still at the age of 60. He's obviously more athletically gifted than the average American, so quite possible surely he could have broken 60 seconds at his peak.
I wouldn't be surprised if he was training 10h a week at the gym and doing some running/cardio when preparing for an action movie. I guess that's what elite actors do. So with that kind of training, and some running natural abilities that he defenitely has, it's easy to go below 60 for 400.

I dont want to pile on the guy, but this is correct. He has that- stiff steven segal look at me this how people run perfectly too tight -gait. But at 5 foot 5.

where are all you sub 60 is average dudes from? It seems to be the theme here that unless you are morbidly obese everyone in HS can run sub 60? That was not my experience.
Between 53-55, though he probably would have had to train for it, and not just run it cold. Too many mediocre athletes I know were capable of running 55.* and Cruise seems to be a better than average athlete. That said, in his Risky Business years, he had kinda thick legs.
