No. The ABSOLUTE best case would be a 29.1/30.9 for a 60flat. The odds are against that, though. A 64 is a much more likely. Just rent all the movies and see for yourself. He's very not fast. Tons and tons of fat boys with mediocre talent would easily beat him at his best.

He could never break 60 at his peak. He's 5'5. It looks like he's running fast because his tiny limbs are moving fast but his steps are 1 foot in length because he's a midget.

This might hurt some slow twitch feelings but if you’re lean, lift regularly, and do your cardio you can usually break 60 without issue.

This article says Cruise admitted his peak running speed was 17 miles per hour. He was probably bragging because he thought this was fast....IT IS SLOW. 60 in the 400 is 15 miles per hour. So at his peak, he could hold 17 mph for maybe 60 meters but would surely be slower than 60 in the 400.

A 55.0 400 is worth 588 points. That’s equivalent to a 4:45 mile and 16:19 5K. No way he is that caliber an athlete.
