Singlet, shorts (half-tights), socks, shoes, gloves, arm warmers, ear warmers/hat that covers ears. Make sure your gloves are either cheap so you can ditch them when they get too wet. You'll also want "throwaway" (to be donated) layers you can wear at the start and ditch right before the gun goes off. You could even start in a throwaway jacket and leave it at an aid station (to be donated) once you get too warm.
You'll also want a plan for dry clothes after the race. You'll get cold in a hurry with wet clothes once you stop running.
Singlet, shorts, socks, and shoes, and some Vaseline to prevent chafing and nipple burn. maybe throw away gloves if you’re used to using them, otherwise no need.

CIM? Bottom half is easy, half tights always work great. I think I'll go with my singlet, arm warmers, gloves and hat for my top half. If the forecast changes to heavier rain I might go with a thin, tight fitting top under my singlet instead.
Emulate what Des Linden wore at Boston in 2018. It worked for her.
A reversible jacket for when you step out of a warm taxi and reenter the course.
Half or 3/4 tights with good underwear, gloves, singlet, good socks and shoes.
