So chalk Petros up officially as an ncaa head coach with drug related charges against them or their athletes. He joins Jerry Schumacher and Duane Ross. I am sure I am missing some but it is crazy that doping athletes and coaches are able to hide in the NCAA.
I'm just complementing this informed discussion with a few more facts from USADA's announcement.
For example, regarding "3 consecutive tests", that doesn't apply here:

You also referred to Captain America. Curious choice, but understandable. Captain America was a product of a US military top-secret serum invented to make a super-soldier. He is also part of the fantasy world of comics.
I'm not sure how my calling Scantling a multiple rule violator can be construed as a "defense", but in this case, I only brought excerpts from USADA's report that this athlete missed 3 tests, and sent an "altered email", while agreeing with "casual obsever" regarding WADA's extended definition of "Doping". Scantling's rule violations do not involved any secret serums, per se.
It's amazing these forgetful athletes never forget to show up to track meets/events... but can forget to show up for testing 3 times in 8 months. I mean how forgetful are you going to be after already missing two tests. At that point, your priority to be available for testing should be higher than even showing up to the Olympics.
He missed tests on August 25, 2021 (Q3), on January 24, 2022 (Q1), and on April 9, 2022 (Q2).
USADA also lists how often they tested the athletes per quarter:
Q3/2021: 1 - so 1 successful test, and 1 missed test.
Q4/2021: 0 - lol no wonder he didn't miss any.
Q1/2022: 1 - so 1 successful test, and 1 missed test. I literally can't stop laughing.
Q2/2022: 3 - no wonder he had to dodge yet another one.

Indeed. This whole story is ridiculous front to center. This guy came fourth at the Olympic Trials in 2016 at age 23, and retired from the sport. Another silent ban?
Be that as it may, he came back after 3.5 years, set PRs everywhere in 2020 after his long time out, wins Olympic Trials, 4th at Olympics in August 2021, and surprise surprise, missed a test after Olympics in August 2021, and yet USADA chose to not test him at all between September and December 2021.
Then they tried testing him in January 2022, and boom, he dodged the test again. Still, USADA tested him only once between January and March 2022.
So much for the tough USADA, lol. They didn't even try to catch him, despite his two missed tests and unusual progression to the top. But that cheat couldn't help himself, and dodged yet another test in April 2022...
Four weeks after his 3rd missed test, he set his all time decathlon PR (world lead, May 2022, with 8867 over 600 points (!) more than before his time out), yet he gets to keep that result.
Why? Because USADA had his DQ/suspension period start on June 27, 2022, the day of his tampering:
Pursuant to a Case Resolution Agreement under Code Article 10.8.2, USADA and the World Anti-Doping Agency agreed to begin Scantling’s three-year period of ineligibility on June 27, 2022, the date he committed a Tampering violation. In addition, Scantling has been disqualified from all competitive results achieved on and between June 27, 2022, the date he committed a Tampering violation, and July 21, 2022, the date his provisional suspension was imposed, including forfeiture of any medals, points, and prizes.
