pants, long sleeve shirt, light jacket - two to three pairs of gloves or maybe mittens. I wouldn't expect a fast time.
I'd definitely wear full tights, but if you insist on not, half tights. They'll keep your muscles a little warmer than shorts. On top, I'd wear a long sleeve shirt. Maybe two of them. And of course gloves and ear-warmers/hat. You might also consider wearing "throw-away" layers, like a jacket you can ditch at the start or at an aid station (hopefully the race would donate it).
I always expect a fast time! But seriously I doubt that cold will slow me down as long as l don't overdress or underdress. Colder air = more O2. We will see.
Thin long sleeve shirt and shorts. No gloves for me because I'd end up wanting to ditch them after a mile or two.

Just make sure you wear underwear beneath your shorts. I ran a 15,000 meter race when it was a windless, sunny 20 degree day. I just wore a singlet and shorts- but they were the old Dolphin shorts and the only thing that froze were my privates- and that’s a pain you don’t want.
I live in minnesota: 40-50F (normal running shorts and short sleeve top, with gloves). 30-40 (running tights, long sleeve top, gloves, hat). 20-30 (and wind breaking running briefs). 10-20 (add an athletic jacket). 0 - 10 (add third bottom layer like shorts and a second pair of gloves). <0F (add balaclava and a sweater). The body heat you generate will take care of everything else.
20 degrees Celsius isn't so bad (haha)
