Northern Arizona is not a top-notch academic institution. The only reason to go there is if you are a top prospect in high school.
It's because Stanford is a private university. Only public ones have in state and out of state tuition since they are funded by their state. If you look at any other private university, they don't have a difference in tuition for in state or out of state either

As I read it you are implying that winning is correlated to having cheap instate kids that require less money — that’s actually a reasonable take but makes zero sense when you quote Stanford and Syracuse as benefiting from instate talent.
Do you think the proximity of the recruits’ HS actually impacts winning?

I don’t think it applies to the women, they have 5.4 more scholarships and can give out a lot more large scholarships.
That’s not how scholarships are counted though. In-state and out-of-state are counted separately as percentages of full tuition. So a 50% scholarship will cost less money for an in-state kid than out-of-state. However, the number of in-state and out-of-state scholarships is determined by the athletic department. A school might have 12.6 scholarships, but only 4 of them are “allowed” to be out-of-state. So they have 400% scholarship money to spend out-of-state; if they only spend 300% of it, and then the rest of their athletes are in-state, then there will be one more in-state scholarship (and they will spend less money overall).
