He is an On-sponsored runner who, to his credit, is racing in On shoes. Notice how most On runners have logo-less (ie: Nike) shoes? At least he has the integrity and guts to fulfill the requirements of his contract.
From personal experience and watching/hearing about his treatment of other athletes, both U.S. citizens and foreign athletes, going to have to say that the facts are not on your side. Monti might have been a two faced guy who thought he was much more important than he was, but SG always seemed to treat everyone equally, regardless of whether they were a star, scrub, or somewhere in between.
Back to the OP's question, I think it's been well answered by the couple of people who actually know what they're talking about, and I'm glad to see north american born/based athletes having a bit more opportunity because of it. Give it another five years, maybe the cycle will swing back to the early 2000's/2010's, who knows.

For those of you claiming the absence of East African athletes means more opportunity for Americans, this is far from true. American kids are too affluent to compete. Unlike decades ago, when men (and a few women) raced for a living each weekend, few pros wish to race unless the race covers and comps all expenses. They would rather boast of monster training sessions on social media sites and hawk products. This has a trickledown to emerging and fresh out of college runners. It is difficult to recruit even regional-level American athletes to mid major marathon/ half-marathon paying $3000/ $2000/ CR bonus money.
Other nationalities are also becoming affluent, but in another way. Instead of training and traveling and sharing hotel rooms with a crowd, many turned to 'working in the gas station' for cash. It is easier work and consistent money gets sent home.
