Below 40 degrees I definitely put on pants because my legs (knees mostly) tighten up and it slows me down. Wearing shorts at 30 degrees could possibly pose more of a threat to the survival of your johnson than injury.
Then again, running in the cold has given me problems with my achilles heel. Like, be careful and do a lot of stretching if you run in the morning when it is very cold (don't do wind sprints or anything unless you are sweating and feel hot). Wear long socks (I hate long socks, but you gotta protect the achilles heel man, you gotta).
I don't wear pants. Ever.
This caused some unpleasantness at the library. I can never return.
I would love to hear the story behind this.

I usually wear shorts until it is under 20, unless it is windy. Wind-briefs protect you from johnson damage pretty well.
When it first starts getting into the 60s or 50s I'm likely to wear pants. After its been cooler for a while I sometimes end up running in shorts when its 30s or 40s. I dont have a set temp, but rather if Im going to feel cold relative to what Im adjusted to.
In general, if it is under 45F and I am going for an easy, aerobic run or warming up for a hard run, I won't wear shorts. If I am running a tempo run, or another workout, I will go from wind pants to half tights at this temperature, too. Living in Japan, I would say that the average Japanese runner won't change into shorts until it gets over 75F. SOmetimes you will see people in training gear (top and bottom) at 80F.
20 degrees.
Sub 40 for tights.
Sub 10 for pants.
Under freezing, then pants. Doesn't your junk get a tad bit cold once it gets around freezing. I could care less about my legs, they'll warm up. I'm more worried about the twig & berries.

Under 20. If you are wearing pants over freezing then you are weak.
I'm more or less a 30-degree guy. The exception is if I want to run a fast workout, and it's only a little under 30, and not windy, I'll go shorts. I used to be a little tougher about it, but who the hell am I trying to impress..?
It was something like 22 when I ran today and I wore shorts with a pair of underwear beneath the built in brief. I was fine. In fact, I've been experimenting with this and I think I stay warmer in shorts because I sweat tons and tons. When I start a run feeling all warm and toasty, in half an hour I'm drenched and any cold winds go right through me. In the past, I usually have switched sometime around 40.
Unfortunately I don't have the option, being a girl - its bunhuggers only on my team. And they say we're the weaker sex...

They are full of shit. You'll occasionally see a guy with shorts when it's 20 degrees. You know, they are beet red with goose bumps the size of roof nails trying to act like they aren't freezing.
My general rule of thumb is 32 Degrees. However this morning I was out in shorts. It was 17.
I like my pants warm from the dryer.
OK...I know I will catch alot of crap on this one but what can I say, I live in So Calif.
At 48 degress and lower I wear a long sleeve shirt, gloves and a wide dry-fit head-band for my ears and forehead. If it is under 44 it is time to break out the tights. I have only worn the tights once so far this winter. What the hell are pants? Sweat pants? Never have to worry about that.
