Keystone XL would not have been operational for years, therefore it would have had no effect on today's prices because it wouldn't have increased capacity in 2022
Also, the Key Stone pipeline would help with the transportation of crude oil, not the refinement into gasoline. Transportation and distribution accounts for a whopping 15–20% of the price of gasoline. Now take a step back and realize it's a global economy. Being super generous, the pipeline would have lowered the price of gas by a few percentage points.

Oil was like $130/barrel in 2008 and gas around here never broke $3.50. Oil is less than that now ($115) and we're paying $5.25 per gallon here.

It was 2.20 Euro per liter. Roughly 8.32 Euro per gallon. So $8.75/US per gallon. My rental was a VW Polo. Over a week I spent like 120 Euro on gas. I had a great time, hard to blame Biden for the gas prices but I'm sure it was his fault.
The high gas prices are not Biden's fault, it's a combination of Trump, Covid and Ukraine War. Biden has no directive to tell private companies what to do, Oil companies in the US are not owned by the Government.
Trump negotiated with the Saudi's to increase production and everyone thought the Saudi's were out negotiated, but in reality what Trump did has been done several times before and so far 100% of the time it results in much higher prices further down the road.
When the prices dropped after the deal, the it became too costly for much of the US and Canadian production as its much less efficient than drilling for Saudi oil, so existing wells dried up and new ones were not started because it wasn't profitable.
Then Covid hit and less people were working in the oil fields and few if any new wells were started due to not enough people. Then the Ukraine war started and the Oil companies are using that as reason to mask why the oil prices are high and at the same time they are sitting on over 9000 drilling leases in the US (have to love the dragon ball z coincidence) and they are refusing to drill. The oil companies are making up for all the years of lost profits when the Trump negotiations cratered their revenue and profits. Why would they drill for more oil when driving is not slowing down in any significant amount in the US and people are still filling up their tanks. They are going to maximize their gains for the stockholders as long as they can.
It takes as long as 18 months to get a new oil well online, so whenever they do decide to start drilling again, we are still 1.5 year away from any relief.
We need mass production of EVs from several companies immediately because gas prices are going to stay high for a long time because the money is too good to pass up from the oil companies.
We should limit how much refined fuel we export and force domestically sold gas to be at least 80% or more from domestically produced oil.
It would be a great thing for all of us, and for a quicker transition away from fossil fuels, for gas/diesel prices to stay high, painfully high. It's time to start transitioning now and for real.
So when oil prices drop you would be okay with oil companies keeping gas prices high and collecting a lot of revenue. Good to know...

If it is price gouging then it seems like a company would say: I will lower the price by 5 cents/gallon and will be making a fortune as everyone will line up to buy my gas.
How much people pay for gas is the result of trading on a sprawling international market. Like many other facets of the global economy, it comes down to a matter of supply and demand.

$8.46 a gallon here in Canberra Australia. For some reason the US thinks it is only tough there. Gas is expensive everywhere. Inflation is here as well.

the more expensive gas/diesel is, the less we’ll use it. It’s like whale oil- it was a great fuel/light source, but petroleum and coal was cheaper and easier to get, refine, and distribute.
Innovation tends to happen most quickly when prices soar or there’s a shortage and substitutes must be found. We’ll innovate EV’s, or maybe even pressure the automotive and oil industries to allow better mpg vehicle engines to exist. Its not difficult to make autos that get much better miles per gallon than what we have today, it’s just that those efforts have been squashed for decades.
