That depends on you. Your sex, age, training background, talent, PRs, recent performances, injuries ...
What sub 8 said. 40 mpw isn't even an hour a day of running. I'd aim for at least an hour a day average. (Don't just run an hour every day though).

We need more info. Current PR's, previous mileage, age, etc. There were kids on my high school team that didn't do summer training and ran 16:30. I ran 50 miles a week during the summer and only ran 17:30. So yes it's possible, but anything is possible.

i averaged 40 mpw in summer (inconsistent - a lot at 35, a couple of 47-50 and a couple bad down weeks) and broke 16 that year on a slow-ish course. but I also was a 3200/5k runner (9:40, high 15's) - bad mile and even worse 800.
I ran 9:13 doing 15-20 miles per week. I think you can do it.
