The reference is likely to the 2019 PA Outdoor 3A 1600m Final in which Parks bested Starliper at the tape 4:37.07 to 4:37.45 as 11th graders. Their HS senior outdoor track season in 2020 was canceled by the 'Rona. However, Starliper was beginning her injury journey at would have been the start of that 2020 outdoor season, and she likely would not have made it through the season.
Interestingly, neither ran the 800m at the 2019 championship meet, which at the 3A level was won by Grace Forbes, now of Rice University, in 2:09.28. Nor did they run against Melissa Riggins, now of Georgetown, who was competing at the 2A level, and who that year won the 800m in 2:08.89 and the 1600m in 4:49.88 for the 2A championships.

In 2019, a couple weeks after that PA state meet you referenced, Starliper crushed Riggins and Taylor Ewert at NBN outdoor and was the National 1 mile champion. She also ran faster than all the girls at Brooks PR (Dudek, Starcher, and Parks) who ran in way better conditions in Washington. Starliper ran in 90 degree heat while they all ran in perfect 70 degree weather. So, I’m not sure what the point was? Starliper always trained for National meets not state meets. She also made a U.S. team Weeks after NBN as well. Her season ended in July in Costa Rico. States was not the goal.
If Starliper is healthy and even in her HS form, watch out at Penn Relays this year! NC State could put together one hell of a 4 x Mile team together with Tuohy, Starliper, Bush, and Chmiel! Or win the DMR at Penn!
OSU is also assembling somewhat a better running class of 2022 than of NC State's 2020 class recruits
Grace Ping runs 5-min mile, yes they are strong.
Grace Ping class of 2021. 2022 incoming freshman are Oklahoma state champion Cayden Dawson, Oklahoma state runner up Payton Hinkle, Indiana stand out Kaylie Politza (2:08 800), Texas state champion Cameron McConnell, Texas state runner up Aubrey O'Connell and some kid named Natalie Cook. Ever heard of her? So a pretty freaking loaded class. And I may have forgotten someone. Don’t know that its as good as that 2020 NC State class but its pretty good. Stanford's 2022 class on the other hand…
I think I do. Pacers are paid to run a portion of a race in a professional race to assist other runners. Starloper wouldn’t be paid so what would in it for her to waste a race opportunity.

I recall there were college athletes acting as pacers at this meet last year. I also saw multiple instances of colleges using their athletes as pacers this past Indoor season as teams tried to qualify runners for NCAA.

the 1500 won't have pacers, starliper will race if she will not get a stress reaction days before race day for like the millionth time and we all know tuohy doesnt need a pacer, she is the pacer of herself and everyone in her heat.. its 1500m not 5000m
