Argentina did this approximately ten years ago and I was sitting in a tech conference, listening to renowned Google Engineer Jon Skeet, rant on about this. Apparently, the Argentinians passed the law ten days before it went into effect and Google London had to change the base temporal structure on a dime, foregoing testing in a lot of places prior to the deadline. It just got me thinking...we do not have 24 hours in a day. It comes out to 23 hours, 56 minutes on average. Why dont we have a device with the technology to keep accurate time based on the positions of the moon and sun? At a given longitudinal and latitudinal coordinate pair, we should be able to infer the exact time of day. Then we dont need a daylight saving. It just works as is.
Then, once this is accomplished we can switch our focus to the 360 degree unit circle system and re-assess that too. Gilbert Strang of M.I.T. would love to see it!
