Seems strange. Maybe they do this so they can run in group? That some runners have to run slower to be with the group. But remember all threshold work give benefit. Also, they will probably be able to run just fine the next day since little lactate is building up.
You can run them faster at say 5-10k pace. Basically you kill two birds with one stone. By working on race pace and threshold at the same time. This has been a staple of East African training. More Americans need to incorporate it.
