But he is, since he was entered in the list of the competitors. Check out starting lists for yourself, no "Non-Olympian" has been entered in those.
Also there is a flaw in your logic. Killing is not winning, it is participating. So if a soldier has not killed, they are not soldiers, according to your logic?
If you are enlisted and have been wearing the uniform, you are a soldier. Nuguse has been enlisted in the starting lists, has been wearing his US uniform, therefore he is an Olympian. There is nothing more he could have done.
