Grand Valley? They're known for bringing anyone and everyone onto their team who's halfway decent, throwing their athletes into a meat grinder, and only outfitting/coaching/traveling those who can help them at the national level. Lost a 4:20 HS miler to them once, he ran 3:53 unattached for them as a true freshman (kudos to them for developing him well), but he never competed for them in uniform or got traveled to a single meet through his first 2 years. He ended up quitting after that I believe.
The answer to your original question is no, there are no real roster limits other than what the coach/administration is willing to have on the team. Often coaches give you this runaround to keep you in the mix but not commit anything to you.
