27 degrees F isn’t cold and their are about 500 threads on this topic already.
Some things you’ll need to work out on your own but what I’d wear is tights, a medium weight long sleeve shirt, medium to heavy gloves (my hands are always cold), normal socks, and a thin hat.
If there was a lot of wind, I’d consider another layer in the lower region (compression shorts under my tights). If very sunny, I may wear a lighter shirt.
Someone will soon chime in about how they wear splits shorts and a singlet at those temps.
Tips:
1. Layers are your friend for warmth.
2. Hands are toughest to judge. Depends largely on wind. Wind-mittens outsiden thinner gloves is a winner.
3. Headband keeps the ear warm but head cold. May be a good friend as you also can wear it around your neck if you're becoming warm.

I can tell you, because I just ran in that temperature last week in Oxford, Mississippi.
I wear three longsleeve polypro tees and a thin nylon shell up above, thin longjohns under black tights down below. A wool cap and my thicker set of gloves. Regular low cotton socks.
At 27 degrees, I could probable get by with two polypro tops instead of three. I only wear the long johns when it's 25 or below, and especially if there's any wind. But at 27, you won't be overheating. At 30, though, 2 tops and no long johns is fine.
Below 20, I'd keep everything the same but maybe swap in think wool socks for the cotton.
Below 10--and I rarely get to do that--I might think about a fourth polypro tee and some extra insulation for my d***.
Running shorts, tights over the shorts (perfect combo to keep wang from getting cold), short or long sleeve moisture wicking shirt, light weight running jacket, hat and gloves.
This setup will leave you being almost "too warm" at 27 degrees, but if it's a short run you should be fine.
For that temp I’m in a long sleeve with running jacket. Gore windstopper undies and thermal tights, gloves, hat.
Just got back from 5 miles in 20 degrees with wind and I'm soaked with sweat. Started with:
knit hat
two layers of gloves - an outer mitten and an inner liner
full tights with running pants on top
A long sleeve base layer with a sleeveless T on top with outer long sleeve half zippered top.
Cotton ankle socks
Shoes
Outer mittens and hat came off mid run. Should have gone with half tights or shorts under the running pants.
You do need to be careful should you experience a problem where you can't complete the run. You don't want to be left out in the cold, so to speak.
Yes, you should be careful. Experienced recently that I needed to walk home for 20 minutes. Was freezing at the end. However I'm sure I wasn't overdressed for running. It is so easy to over dress but as you say you never know what could happen.
You can wear regular socks in any weather, your feet don't get cold while running, they get cold standing. I have run an entire winter without socks, as low as minus 20, ankles would get really chapped, like bleeding chapped, but a little vaseline does the trick.
