I admit I am guilty of doing this in my youth. The best response: the guy sprinted ahead of me and mooned me. OK, I got it!

Happens more often than I'd like (which would be never).I'm on an easy run, just minding my own business, then I end up catching up to someone else minding their own business. I pass them, and then notice them running on my shoulder. They typically hold on for as long as they can, which is why I've adopted the practice of maintaining my pace for a couple minutes then burying them. I just want to run at my pace WITHOUT a stranger joining me, and I'd assume they'd rather not endure the humiliation and agony of getting dropped. Disclaimer: I'm an average runner and I don't have a huge ego, I just don't like people doing this. What gives?
1) Yes, it is annoying, and anyone who does that is a loser.
2) You should not alter your training by dropping them at any time.
3) Maybe when this happens in the future, it's time for some extra spitting and snot rockets...maybe some dry heave sounds.

Herd Mentality.
The same thing happens when you drive. Pass someone and they match your speed, making it harder for you to pass them by. Police will usually drive past a group of speeders to get to the leader, and then signal the leader to slow the f*** down. The trailing pack obliges.
I used to have this happen a lot a long time ago back in the early to mid 80's when I was running in a park in Bangkok where I lived. First, it was unusual to see people out running and second, even more unusual when it was a foreigner. Most of the runners were actually boxers out for their morning roadwork. They would hang on for about 100-200m and then back off. I was running a round 5:50 to 6:10 pace most of the time. I got used to it and it never bothered me.
