Couldn't that get out of hand if everybody knows that you have to give faster and faster times. And then pretty soon people giving completely unrealistic world record times for every athlete.
It could, except then a coach would get known for giving unrealistic times and they would no longer be accepted. Also, the coach wants to give a realistic time so the athlete is in the right heat for them. So, for the first meet of the year, you apply a reasonable estimate.
