No. Not by time, but of course if they ran naked or similar.

You have to wonder what is wrong with American women. The American men's record is 2 minutes behind the World Record. That American women's record is 6 minutes behind. Can American women not sustain a fast pace for more than a few miles?

I don't think most top American women have "time trialed" a HM. They usually run a HM as a tune-up for a marathon, and don't chase the clock. If their sponsors offer hefty bonus for a half marathon AR, someone may try that.
BTW, I think Rupp could have run sub-59 if he had really tried under the right circumstances. But he never did, and I don't know if he still has that potential.

They would be running very close to their PRs for the first 5000m, so maybe not.

Uhh, no. It's 1:07:25, which is four and a half minutes slower, not six (Molly Huddle, Houston 2018). Where did you come up with 1:08:31?
