I just double checked the state by-laws and it is a requirement that a licensed official be present for all inter school competitions. So... at least in Indiana it's not an option.
" When a Season Contest requires only One (1) Official (e.g., track and field,
swimming, cross country, wrestling) and the One (1) licensed Official fails
to show up, the Contest shall not be held unless a licensed Official can be found. (rule 14-1)"
That being said, they will verify that the course is marked and generally safe. They start the race, make decisions on very close finishes, and certify the score. It's not a difficult job and is often done by retired coaches who are interested in the sport. I think the pay is $50 a meet here. After driving, and about 1.5 hours at the meet, they're not getting rich off of it.
