You generally, even on hot days, want to reverse the order of that.
Run 3-4 minutes.
Do a mix between dynamic stretching and static stretching. Do whatever your drill routine is.
Then, go run your 10-15 minutes slow.
Then do strides, race.
The issue with your current routine is that the stretching (unless all dynamic) allows your body into cool down after your jog.
