Carrie Tollefson, I believe she won 5 in a row from 1990 to 1994. Her school bounced between Minnesota A and AA, and she defeated Kara Goucher (then Wheeler) her senior year in a race for the ages.

Abby Miller did it while running for Green Valley High School in Nevada

Sara Hall/Bei did it in California pretty sure.
I was thinking Jordan Hasay as well but I would need to look it up.
Bobby Lockhart in Virginia about 20 years ago in the old AA division. It was the middle of the 3 division system and usually quite competitive (usually need to run sub 16 to win which is a heck of a run for a freshman).
Tim Nelson I believe did in California for division 5
For Illinois:
Dana Mirobelli '84-87 (single class)
Katelyn Bastert '03-06 (class A)
Kayelynne Hart '16-20 (class 3A)
Mirobelli was from Wheeling, so Jorge Torres (2, 1, 1, 1) doesn't even hold the school record for most XC championships. Jon Davis is the only other guy to win 3.
Sarah Baxter, Laura Roesler, and Molly Seidel come to mind.
It's more likely for girls because they mature earlier than boys, but it also requires a young mega talent like Baxter or a big fish in a small pond like Roesler and Seidel.
Josh Rohatinsky won 4 in Utah for Provo High School.
Only 3 in CA after a quick peak at CIF site... Baxter, Bei, Hasay

Zoe Nelson (Kalispell HS, Oregon) 2001-2004 and Makena Morley (Bigfork HS. Buffs) 2011-2014 were two of six in Montana.
Amaris Tyynismaa won 5 in Alabama. In 8th grade she set the meet record which still stands.
Mark Johnson of Mason City, Iowa won 4 straight in Iowa's largest school division in the early 70's. He was U of Wisconsin's 10,000 record holder for 30 years.
Yes, there have been quite a few that have done this especially amongst the girl's divisions. It helps if you live in a state with a small population. You could also be in a larger city but attending a small private school that competes in a very small division.
