for HM pace, 1 minute should be sufficient. 90 seconds is the absolute max I would take.
When I workout at threshold pace, I will take 1 minute rest for each mile. One of my favorites is 3m/2m/1m. 3 minutes rest after the 3 miles, 2 minutes rest after the 2 miles. And it's not really a killer workout most of the time.

You should be doing roughly 6-10 x Mile with 60 seconds rest.

Nahhhh. If running 7:10 pace, likely not super aerobically developed and my guess is runs 40 mpw or under. 4 x 1 mile is good. +/- 1 mile depending on weekly mileage. 10 would be a back-breaker.
Trained since May 2021 consistently with no more than ~25mpw. 9 mi is my max long run. Similar training netted a 1:41 HM in 2019. 10x1mi would be nuts.
Guessing I'll be sub 1:40, mid 1:30s this go around.
Mile repeats are one of my favorite workouts. I take about 1:45 - 2:00 rest between them. I'm doing the miles at about 5:45 per. I find these workouts highly effective for me.
6:00 HM pace
I did 8/mile at 5:35 alternating 1 minute and 4 minute recovery. I was running around 70/week.

So 2:30 avg. recovery. I'd take a full 2 minutes when doing mile repeats at half pace and a full 3 min. when doing 10K mile repeats.
