Conferences or colleges sell the rights to broadcast a game. The network or a production company hires a staff, mainly freelancers to televise the event. The NCAA has no part of it. Other than eligibility rules, the NCAA has little to say about FBS football. For example, Alabama is not technically the NCAA football champion - it is the CFP champion. Sam Houston was the NCAA champion.
