Define 400m runner. Someone who excels at the 400m alone or someone with a world class 400m time among other results? Emmanuel Korir comes to mind as someone who could easily break 4:10 with his 800m ability. With a 44.2 it’s fair to call him a “400m runner”
It we’re limiting it to 400m runner who do no middle distance training I’d say right around 4:30 with the proper pacing

Really? Top 800-meter Runners can break 4 minutes for the mile. You don't think 400m guys can hold 70 for four laps
The fastest times would be achieved by a time standard rather than a race winner.
4:30 wins x amount
Under 4:20 wins xx amount
Athing Mu is probably the best data point out there,
times are:
400: 49.57 (not sure what 4x400 split was)
800: 1:55:04
1500: 4:16:06
Not sure how to extrapolate that to men's times.

A 400/800 runner, sure. However, if it's like a 200/400 runner, I think it would be a struggle. Bolt was a fast 400 runner and I doubt he could go well under 5.
For the sake of argument, guys who only focus on the 400m. What could they do in a mile if they gave it their all
I guess another way to ask it would be what is the range? Obviously some world-class 400 meter runners have really good mile speed
But for people focus on a 400m as their primary event, what would be the range like 4:20 to 4:40
Could you be a world-class 400m Runner and not be able to run a 440 mile if you were really motivated
It's hard to believe someone could run 44 or faster for one lap, but couldn't hold 68 seconds laps running a mile

You cannot give yourself a For the Sake of Argument exemption. I consider F.A.T. sub-44.50 400m world class. Because someone is also world class at 800m, there is your answer, about 4:10 mile. You cannot start playing games by stating only 400m guys who log less than 25 miles per week. Bolt is not needed for this discussion. Bolt was never a world class 400m man.

Some 400m runners have run 1:47-1:55 while not even in peak shape I'd have to say, 4:29 at worst for the very best 400m runner.
There was a 400m guy on my team that ran 52-53 and did the 1600m once for kicks and ran 4:56. Should put the 43-44 guys at around 4:20-4:30.
Remember that speed endurance plays a huge factor here. 67/68 is SO EASY for someone running 43-44

It's not about body mechanics, it's about speed reserve.
68 seconds is a jog for someone running 44. Of course there is some nuance. Some will be able to run that fast, some even faster, some slower.

Just remember Bolt ran half laps in 19s and as a junior ran 45s whole laps, but could barely hold 80s for two laps. Yes, a few years past his prime, but he actually trained for it.
Speed means nothing when it comes to running 4x past what you are used to. So if 400m runnes work on endurance, they could excel and run 4:20. But if they don’t, wouldn’t be shocking to throw up 5+min.
