I'm only 7 min in... He says someone over at the Bellinzona meet in Switzerland told him that an athlete is singing like a bird.
He says that an athlete who was popped earlier this year was completely confused as to why they could not compete in Tokyo. Alleges they had no idea about what was in their system.
Implies that that athlete is cooperating, a la Tyson Gay, to get their suspension reduced.
Rae lays out that shoe companies work with agents who work with doctors, and this athlete apparently is singing about this stuff. Thus, the Feds are snooping
Rae is a simple guy. He is enthusiastic, but innocent.
He plays the same character we see everywhere—they see it all as a game, and nothing more. He mistakes wishes and prejudices for axioms.
I can’t impress upon you how embarrassing the sprint world has become. Whoever first applied the term “clown world” hit the nail on the head.
Actually he should go to jail for breaking all texting while driving laws.

I would have thought you would have love the men’s sprints this year.
Only one sprinter broke 9.80 this year, and he didn’t even make the final in Tokyo.

Implication that a high profile American sprinter is in trouble. But if the FBI is going after the athlete’s coach and agent then certainly others will sweating too.

this video is where he expands on that. He mentions CJ Ujah [recently suspended GBR sprinter] as one of two athletes cooperating/giving information.
It seems that it isn't just one sprinter, but potentially a group.

He said the other person talking isn't an American but is talking about an American coaches and agents. The only other person I can think of busted was Blessing Okabare.
That would fit his narrative.

Since it happened in Switzerland I was thinking of Alex Wilson, the Swiss sprinter. Not high profile, and I'm not sure what connections he has, but he was busted this spring in the United States and used the tainted meat excuse. I know he was really ticked off given the way everything unfolded. The Swiss federation stepped in to reverse the ban and Wilson thought he would be able to compete in Tokyo. Then literally days before the track and field competition began the CAS stepped in and immediately reinstated the ban.
Anyway, I found the videos unwatchable. But in skipping around I did see mention that the chirping athlete was not allowed to compete in Tokyo. That would apply to Wilson. Okabare did compete, albeit briefly. I also don't see why Okabare would have been in Bellinzona, while Wilson could have been at home stewing for 6 weeks while awaiting this opportunity.
