D2 allows athletic scholarships just like D1.
D3 does not have athletic scholarships of ANY KIND.....but have all sorts of other grants and scholarships they peddle about freely.
I was about....actually not close at all....to going to Wabash College 25 years ago (was a D3 XC powerhouse)

As far as where the tuition goes, it all depends. A lot of schools are tuition dependent, that is they lack sources of revenue aside from students. Elite schools are loaded and this is not true for them.
However, something every college student should know is that the tuition price isn't really the price. You won't know how much it really costs to go somewhere until you apply and they make you an offer. So if you're looking at some "$60,000" school and thinking no way--well it's quite possibly the price is actually less than half of that. A lot of schools will do this on a case-by-case basis, basically estimating what price it would take to get you to come there while also still making some money off of you being there. That includes the tuition dependent schools as well. So if you're interested in running for division 3, definitely throw some applications out there and see what kind of deal they're interested in making.
