Do my 1 mile time decrease if I run 5 miles in morning and 10 x400 in evening daily

Maybe. Good luck!
you can make this work if your intervals are very, VERY controlled on several of the nights! This is of course assuming that you are a strong enough runner to double up 7 days per week.
serious question or not, this could be made to work for people, though obviously not ideal!

I doubt it. I bet your mile time will increase if you do this daily because you will get injured.
If you do the 10x400 two days a week, then your mile time will decrease.

This sounds better. Better still would be:
5 miles each morning
10x400 once/week
3 x 1600 or tempo once/week
But those track workouts mean nothing without specifics of your pace and and recovery intervals. 10x400 at mile pace with 3 minutes recovery has a totally different effect and purpose from 10x400 at 5K pace with 30-45 seconds recovery. At this time of year most milers stay slower than 5k pace with short recovery -- to the extent that they are on the track at all while they are finishing base-building.
No!! You should be running 10 x 400 twice/ week at mile pace. And mile repeats once / week.
You need to run 12 miles once / week, tempo runs of 6 miles twice /week. And 12 x 1K once /week
