I guess its why everyone says to pick a school or program and not a coach but it makes it hard to set up visits, etc. Do coaching changes slow down once the season starts?

Never stops but does slow down...
Coaches at stable and supported programs with good teams mostly only leave for big time programs in June/July so they have time to prep for season. Their vacancy creates a chain reaction that stretches to lower profile programs making a hire in September. A lot of coaches get their first opportunity as a full time XC coach in September, as a quick panic hire once the team has already reported.
For whatever the reason, there is a trickle of job openings going on throughout the year.
I am generalizing a lot.
