Depending on the D3, I'm sure most would be happy to have you.
I don't think 4:40 is out of reach, nor is sub 10:00. What's your running experience and/or mileage over high school?
All depends on what your mileage/overall training looked like back then! I ran 4:56 my junior year and dropped down to 4:39 in the one meet I got to run senior year, but that came from 25-30 mpw offseason and 15-20 mpw in season junior year, to 40-50 mpw senior year with more competent training.
You're looking at it the wrong way. I did the same thing at your age. You have a results/outcome oriented view. Instead, try to process oriented. Make small gradual improvements to your training each year, like maybe getting more sleep or running a little more mileage. 8mpeoved outcomes and results should be a result of an improved process. For example, if you add 5 mpw every 6 months reasonably after 3 years and an extra 30 mpw you should be faster.

I'm assuming that you're running XC and you're running at least 35/mpw. I can't see any reason why you couldn't
slowly increase your mileage and improve your speed endurance in the off season. There's plenty of info on this web site on how to achieve your goal. Good luck.
