Guelph just poached Terry Radchenko (coach who developed Stafford sisters plus Maddy Kelly) from the University of Toronto to be the new Guelph mid d/distance coach.
Guelph is a solid choice - but not "Western Canada" by any definition.

You trolling… every one knows it was TWU… with Mark Bomba
University of Calgary for xc. SFU and UBC if you want a bit of an outdoor season.
The answer used to be TWU when Bomba was there. U Vic was also solid but they've fallen off recently.
It might not meet all of your criteria, but if you're flexible on some of your points I would consider Indiana University of Pennsylvania.
