Really, Why? Will his accomplishments fade away? Do the shoe companies stop paying any attention to athletes who compete in the sport? Will the fact that at the age of 20 he made the olympic final and won the Us Oly trials etc. no longer matter in a couple of weeks? Will the earth blow up and life on earth perish in a couple of weeks?

Aren't Pro running deals NIL? What does going pro mean when you are still eligible for the NCAA?
Anything besides the win would probably be disappointment for Hocker. Though I think Cooper could also contend for the title.

Given that he ran 3:31 and finished ahead of some well known guys I think it was smart to wait until after the Olympics. His value is higher than it was before the games.
I think it depends on if it’s a fast or a tactical race. Wesley Kiptoo likes to take it out at a blistering pace, Conner Mantz likes too push the pace, and there’s always a chance that the NAU guys push the pace like that one year. I think that if it’s fast from the start, given that he’ll have kind of an abbreviated build-up due to the Olympics, he may not win. He’ll still finish in the top ten, but is less likely to win.
However, in a tactical race he blows everyone’s doors off in the last 200m.

Justyn Knight won NCAA’s coming off world championships so it’s not impossible.. Hocker can take his full 2 week break now and wait till nuttycomb or pac 12’a for his season debut.

my understanding is that NIL deals have to be connected to a specific thing like "we use your image in this set of ads and pay you $5000" or "you post an instagram about our company and we pay you $5000"
I think you can't (directly) have time/place bonuses or pay them a salary just for running

The NCAA tests for steroids, peptide hormones and masking agents year-round and also tests for stimulants and recreational drugs during championships. Member schools also may test for these substances as part of their athletics department drug-deterrence programs.
The University of Oregon considers its student athletes as University representatives and has the following policy in place concerning drug testing:

Yeah having a 50k bonus for winning NCAA probably isn't legal. Or collecting appearance fees. But paying him 5k/week for making an Instagram posts with him wearing your shoes is legal. Or you can pay 100k for a magazine ad. Just need to tweak some details of how he gets paid to follow the rules but you can pay him.
Escalator clauses (win NCAA xc and your ad rate doubles) are off in some very grey zone.
