Just curious if I am doing enough so I wanted to see what other HS coaches do.

Give them help if they ask for it. Offer it otherwise, but it's their life - don't live your dreams through them. Get to know your kids; their goals and aspirations etc. and do your best not only to prepare them for potential college running but other aspects of their life and hopefully they continue running regardless of whether or not it is in college.
I’m pretty much the same. Give them help if they ask. I find out if they have been doing anything for their recruiting. Another coach said they were reaching out to colleges for some athletes and I thought that’s a bit much.
I agree with you, but to each his own. I think it should be the kid to take initiative rather than the coach. The best you can do is inspire them to continue running and offer assistance if they may need it.
Step 1: Get them to run fast
Step 2: If the athlete or college coach asks you directly, provide some information on the kid.
Step 3: Let the kid make the decision.
Nothing you say to a college coach about a kid will matter more than what they do on the track.
Depends on the kids. For some I'll send emails or make a phone call, usually it is what schools do you want to go to? Fill out their recruiting questionnaire. For some I will talk about different schools and help them find their level if they want to continue to run.

I think to be fair to both the coach and kid its ok to answer questions truthfully about the athletes commitment and character. Ive had many ask and appreciate honesty. Some kids are ready and some arent regardless of talent. That being said, i only had one kid i didnt feel he was going to be committed to a college program even though he was a state champion. 2 coaches thanked me and didnt waste their time. Another called 3 times and wanted to be sure. A 4th D1 school didnt call me and offered him. He was kicked off the team by February.
